Once you find an area, google maps is great for locating hotels and seeing their proximity to metro stations. You can just search ';Washington, DC hotel'; and zoom/pan around for hotels near certain stations. Check the system map to find out which line you're on.
If you want to stay right downtown, near the mall, the best bet for safety is staying north of the mall and west of the capital building. On the red line, stay near gallery place (west of the metro line) to Cleveland Park. On the orange/blue lines, federal triangle to foggy bottom.
If you're willing to do the burbs, the orange line into Arlington is safe and you'll find plenty of hotels. There are a couple lower cost places within walking distance of the Ballston metro (Quality Inn/Holiday Inn Express). Anywhere from Rosslyn to Ballston will be convenient. There are also hotels right at the Pentagon City and Crystal City Metros on the Blue Line. Bethesda and Friendship Heights on the Red Line may have some good hotels.
the Metro's web page http://www.wmata.com/ can help you out with the Metro. As for a safe neighborhood, usually the NW is OK. So try to look for address that end in NW. The Red line from Bethesda/NIH to Union Station is usually pretty safe. Bethesda is also pretty safe. Georgetown, Foggy Bottom, Federal Triangle, or near the Achieves are pretty safe too (although they are on other lines than the Red line).
In VA, you might want to check out Crystal City. The Marriott and a few other hotels have a passage that goes right to the Metro and there are a tone of military in the area.
I would stay out of PG county (Prince George County); it's not safe. And I feel that Alexandria, while it is great and safe, tends to be too far away from the city for me.
Really, most of Northern VA (except Roslyn), Montgomery County, MD, and the NW corridor of the District are all pretty safe. Most of the homes there run in the millions and a one bedroom is easily $300,000 ... and they do have low crime.

i would reccomend staying in college park, tons of hotels, safest place around. Plus, there's a metro station.
